Juho (A location prompt for flying circus)

In a small town somewhere on the coast of Himmilgard sit's the coastal town of Juho. Like much of Himmilgard Juho is surrounded by stunning landscapes, but luckily for them, they are also close to a beautiful sea. Sitting just 20 meters off of the beach is a V formation of 10 wind vales. Each wind vale is shaped and painted like a different plane.

1d10 Explanations for the planes

1) The vales represent the first 10 planes the town built.

What era are the planes from?

2) The vales are a memorial for 10 soldiers lost in the war that came from this small town.

Are the family members of the soilders still alive?

3) Kids have started carving their own planes before they are taught how to fly.

Who was the first kid to make a plane, how old are they now?

4) A toymaker has made a plane every year around New Year as an advertisement.

Does it work?

5) The vales represent the circus that used to protect the town.

Why does the circus no longer protect the town?

6) The vales are carvings of failed designs for prototype planes.

What is the strangest design?

7) The vales are a symbol that shows that the town is under protection from local pirates.

Is the town happy about being protected by pirates?

8) The town just believes the vales bring good luck.

What story is proof of the good luck the vanes bring?

9) The vales are made by a local carpenter who used to fly a lot in his heyday.

What stories does the old carpenter have that would amaze a pilot? Are they true?

10) The vales will sometimes warn the town of storms days ahead of time.

What is the nature of the magic that allows the planes to predict the weather?

People of Interest

 Mona:

The young wild-eyed granddaughter of the town mechanic. She is always coming up with new plans for newer and better planes, her designs are unconventional but her unwillingness to be mired in the past designs has allowed her to innovate in ways no one else has. While many of her prototypes crash it never deters her. When she isn't designing new planes she is helping her grandpa with mechanic jobs. She is considered one of the best mechanics in the region. She is a Verloren from the Macchi region.

Diamond Dietrich:

Diamond Dietrich is a pirate true and true. While many pirates love to make their faces known to the world Dietrich is different, They wear a porcelain mask painted blue with a large diamond on the forehead at all times. They are considered a terror of the skies and an ace, but outside of that almost nothing is known about them.

Werner:

An eccentric middle-aged man Werner is the man who runs the radio station. For the most part he just sends out signals to planes flying around and fishing he has a tradition of playing music on the radio waves past noon on weekends. This tradition has made him very popular with the kids. He is a Rishon who grew up in this town.

Side info, the town of Juho can be easily slotted into any part of the Himmilgard setting, I don't want to provide more detail to respect the anti-canonical nature of flying circus. I would personally use a wealth of 2 for the town.
